Where practicable, four of the Management Committee shall have low or no vision to ensure relevance and equity as stated in our Constitution.
Robert (Bob) Malcolm - President
Bob is the current President and has been a member of the Management Committee since 2014.
He is an Executive Manager with over 35 years’ experience with senior executive roles in Australian Corporates.
Bob has held roles as CEO, Company Secretary, and General Manager in the Commercial and Not for Profit sectors. He has worked extensively across the banking and financial services industry delivering profit and operational improvements. His qualifications include a Masters of Business Administration and Executive Diploma of Marketing and a CPA.
Luke Fulton - Vice President
Luke has extensive experience from 20 years of owning and managing successful businesses in both consultancy and retail. He was Director of an IT and consultancy business for 13 years.
He currently owns and is Managing Director of a retail watch sales and repair business with four locations in Brisbane and Sydney. With annual revenue growth of 20% per annum for the last 7 years, Luke has been focused on developing and growing the business to become Australia’s largest retailer of new and vintage watches. He manages a staff of over 30 and oversees all financial advisory, accounting, marketing, administrative and HR functions.
Luke has successfully navigated challenges with low vision and forging a successful business career. He has a deep understanding of the challenges facing people with low or no vision.
Licia Jenkins - Treasurer
Licia joined the Management Committee in 2016 and is the current Treasurer.
She has worked in both Public and Private sectors for both large and small organisations in several industries including manufacturing and mining. She also has prior experience as Treasurer with a Not for Profit.
Licia believes to succeed in any business venture, it is important to understand the financial data and to be able to analyse the data to proactively manage the business.
Licia has a Bachelor of Commerce Accounting, is a Certified Practising Accountant (CPA) and is a registered Tax Agent.
She has also been very active in contributing to Link Vision events.
David Close - Ordinary Committee Member
David has been a member of the Management Committee since 2014.
He is a Board Director, Executive and Project Director with over 25 years’ experience working with senior leaders in global & national companies to deliver profit and organisational improvements.
He is a Company Director on Boards in the Commercial and Not for Profit sectors. David is Director with the Project Management Institute Qld (PMIQ) and commercial firms. He works with businesses providing advice in strategy, start up, growth and capital raises. David has worked with global consulting companies and delivered company-wide initiatives across multi-sectors in Health, Disability, Aged Care, Government, Financial Services, Mining, Oil & Gas, Utilities and Transport.

Dr John (Bill) Deacon - Ordinary Committee Member
Bill has been a committee member since 2009. He has many qualifications including a BA Hons (history), Master of Arts, Master of Literary Studies and a Doctorate in Memory and Oral History.
Bill taught school for many years and along the way has had a host of sporting achievements including representing Australia in veteran’s tennis, New Zealand in squash, Brisbane in basketball and Canada in cricket. He has also coached all these sports, plus many more. Bill regularly reads at Queensland Narrating Service and radio 4RPH and is also a resident at Link Vision.
Dr Larry Laikind - Ordinary Committee Member
Larry has been a committee member since 2009.
Born in California and educated in Hawaii, England and Australia, Larry practiced as a Dentist in England before losing his sight rapidly.
Larry then went on to study law, specialising in Disability Discrimination Law and welfare rights.
He has obtained many qualifications and has a plethora of achievements and awards to his name. In 2016 Larry completed a Doctorate in the application of supported decision making on the Rights of Persons with Disabilities to the Australian guardianship regime.
Yogesh Lal - Ordinary Committee Member
Yogesh has been a Committee member since 2011.
He is Financial Controller of a steel supply company in Brisbane and was Treasurer of Link Vision for 3 years. He has a Bachelor of Arts Degree with double majors in Accounting and Economics and Diploma in Accounting. He also holds a Certificate IV in Occupational Health Safety in Australia.
Yogesh has over 20 years’ expertise in the Banking sector in Customer Service, Finance and Planning, Risk Management, Management Information Systems(MIS), Information Technology, Audit and Compliance, Process implementation and documentation and Workplace Health and Safety.
Yogesh is heavily involved in community work and also supports various soccer clubs and religious organisations.
Aaron Steley - Ordinary Committee Member
Aaron is a resident of Link Vision Fairfield complex and has been a Management Committee Member since 2016.
Aaron has had a successful career as a Database engineer/administrator and network infrastructure engineer. He is currently a Director of EPIC Employment.
Aaron has been employed as a mentor in the Computer Club for a couple of years, a time in which the Club has experienced massive growth, in no small way due to his efforts.
Aaron currently is undertaking studies in Education to enhance his personal skills in social work and counselling.
Raissa Martin - Ordinary Committee Member
Raissa Martin is an Education Mentor for Link Vision and has been associated with the organisation for the past five years and has been a Management Committee Member since 2017.
Her background is in business and finance, having studied a Bachelor of Business (Major - Accounting), with experience in the Financial Planning sector. She is an active member of the sporting community (both playing and coaching), while also a member of the Goalball Queensland Board.
Raissa is a passionate Goalball athlete, having represented her state and country on numerous occasions, including the Rio Paralympic Games. She also enjoys hiking, rock climbing and live music.
Stuart Frater - Ordinary Committee Member
Stuart is a resident of Link Vision Fairfield complex and has been a Management Committee Member since 2016.
During the early part of his career Stuart had extensive experience as a senior manager in the Insurance industry in both New Zealand and Australia.
He has also spent a significant period as a small business owner during which time he set and worked within a budget, managed cash flow, customer service, and promoted the value of the team.
Stuart also worked for a time in Vietnam, and it was here he had a serious accident which led to him losing his sight.
Matthew Jenkins - Ordinary Committee Member
Matthew combines his studies in Business Management (Economics) with employment with the Tri Helix Group.
He has been involved in a successful Futures study in Santiago (Chile) for Anglo American.
Matthew has worked on projects involving Risk, Asset Management, Innovation studies, Procedure Mapping and Strategic Planning for some of Australia’s most prestigious companies.
In addition, Matthew was an integral part of Link Vision’s very successful 50th Birthday celebrations. He has also volunteered for the Gold Coast Commonwealth Games and the Australian Electoral Commission. He describes himself as high performance, presentable, passionate and driven person who has experience working well in a team environment.
Anne (Annie) Revell - Ordinary Committee Member
Annie has worked as General Manager in the not for profit sector for both national and state-based organisations.During her contract with Guide Dogs Queensland, she had the privilege of interacting directly with people living with low or no vision who helped her understand what was needed as support.
Annie previously had senior roles with Coles Supermarkets, Flight Centre, and time in financial services. She also started up the Organ & Tissue Authority to help increase the Australian rates of organ donation. This diverse experience has given her a very strong business and governance background and an ability to work across all sectors with all types of people.
She would be delighted to have the opportunity to offer her skills and business experience as a member of the Management Committee.
Terry O'Neill - Secretary and CEO
Terry was a committee member from 2011 to 2013 when he became CEO. He has extensive management experience in Transport, Materials Handling and Logistics sectors throughout Australia. He also successfully operated his own PR business for several years. He has previously been involved with Rotary International and Ronald McDonald Charities. Amongst other qualifications, Terry has a Diploma in Advanced Management. Terry is also President and program presenter on Radio 4RPH, and Vice Chairman of NACRO (National Association of Charitable Recycling Organisations).
The Management Committee meets every second month.
